Central Texas Regional Mobility Authority

The Central Texas Regional Mobility Authority (CTRMA) was created in October 2002 for Travis and Williamson Counties. The initial project was 183A in Williamson County.

CTRMA was the first Regional Mobility Authority authorized by the Texas Transportation Commission.

On September 3, 2002, TxDOT received a petition from Travis and Williamson Counties requesting the commission to authorize the formation of the CTRMA. The petition identified the US 183A project as the initial project for development by the RMA. On September 10, 2002, TxDOT notified the commissioners that the petition met all the requirements of the RMA rules.

TxDOT held public hearings in Travis County on October 8, 2002, and in Williamson County on October 9, 2002, for the purpose of receiving additional input on the creation of the RMA. Comments received at those public hearings, as well as subsequent written comments submitted by the Capital Area Metropolitan Planning Organization (CAMPO), various political subdivisions and other individuals were reported by TxDOT to indicate overwhelming support for the creation of the CTRMA.

The initial board of directors was comprised of seven members, three appointed by the Williamson County Commissioners Court, three appointed by the Travis County Commissioners Court, and a presiding officer appointed by the governor.

The initial project for development by the CTRMA was US 183A in the Cedar Park-Leander area. It was determined by TxDOT to be consistent with the approved Texas Transportation Plan and included in the Statewide Transportation Improvement Program, the approved CAMPO Transportation Plan, Williamson County Multi-Corridor Plan, as well as other plans in the area.

In March 2005 the Texas Comptroller of Public Accounts released a Special Report titled, Central Texas Regional Mobility Authority: A Need for a Higher Standard. The report was critical of the CTRMA specifically addressing issues of double taxation without accountability, loose management practices, favoritism and self-enrichment, and lax expenditure controls.
