The North Texas Tollway Authority (NTTA) is organized under Chapter 366 of the Transportation Code as a political subdivision of the State of Texas  is empowered to acquire, construct, maintain, repair and operate turnpike projects; to raise capital for construction projects through the issuance of Turnpike Revenue Bonds; and to collect tolls to operate, maintain and pay debt service on those projects.

The NTTA operates nearly 51 miles of toll roads in North Texas and has over 700 employees.

The NTTA serves Dallas, Collin, Denton and Tarrant counties and is governed by a seven-member Board of Directors. Each of the four counties within the service area of the NTTA appoints a member. Two members are appointed on a rotating basis by those counties in which an operating NTTA toll road is located. The Governor of Texas appoints one member from a county adjacent to the NTTA's four-county service area. The members of the Board of Directors serve staggered, two-year terms, and no member may be an elected official. From their membership, the directors elect a Chair and Vice Chair.

By contrast the governing board of the Harris County Toll Road Authority (HCTRA) is comprised of the Commissioners Court, all elected officials who are directly accountable to the voters and citizens of Harris County.

The NTTA was created on September 1, 1997 when the Texas Turnpike Authority’s (TTA) assets and liabilities in North Texas were transferred to the NTTA. The Texas Turnpike Authority (TTA) was established as a state agency in 1953.
