Harris County Toll Road Authority (HCTRA)

The Harris County Toll Road Authority (HCTRA) came into existence in September, 1983, following voter approval of a referendum authorizing the sale of tax backed bonds to construct and operate a toll road project. The referendum passed by a sizable 7-3 margin.

County Judge Jon Lindsay, championed the creation of the Harris County Toll Road Authority which today is a division of the County's Public Infrastructure Department.

Unlike other toll road authorities in Texas the governing board of HCTRA is comprised of the Commissioners Court, all elected officials who are directly accountable to the voters and citizens of Harris County.
