Regional council to discuss impasse over 161 toll road contract

The Regional Transportation Council will meet at 2:30 p.m. today to discuss the North Texas Tollway Authority’s proposal to end the stalemate over the State Highway 161 toll road contract.
Last month, the state transportation department approved contracts for workers to begin the next phases of the approximately 10-mile road in Dallas County, but set a deadline of April 16 for an agreement on a tentative value for the toll contract.
To beat that
deadline, NTTA last
week approved a set
of proposals that,
if accepted, would
allow it and the
state transportation
department to move
forward on final
negotiations for who
would build the
road.
NTTA’s proposal
would set the
contract’s tentative
value at about $1.2
billion, enough to
cover about $298
million in upfront
payment to the
region and $860
million in
construction costs.
It also offered
to instead step
aside from the
project entirely, in
exchange for
unspecified
concessions — a move
that could clear the
way for the state
transportation
department to
solicit bids from
private companies.
The highway,
located on the
western side of
Dallas County, will
serve as a reliever
route for
traffic-clogged
State Highway 360.
