Road budget short
billions less, audit
says

State
transportation
officials have
overstated Texas'
shortfall for future
transportation needs
by billions of
dollars, the state
auditor's office
said in a report
released Monday.
Texas Department
of Transportation
officials repeatedly
have said the state
is running $86
billion behind in
its road-building
needs for the next
25 years. But the
audit found that
$8.6 billion should
not have been
included in that
figure and that
another $37 billion
estimated by
regional authorities
could not be
verified.
Auditors did not
identify any errors
in the $21.8 billion
shortfall projected
for needed road
projects in the
Dallas-Fort Worth
region. None of the
projected numbers
include maintenance
costs, which
officials say would
more than double the
amount.
Michael Behrens,
the Transportation
Department's
executive director,
said the agency
would improve its
estimating methods
as suggested by the
audit. But Mr.
Behrens said the
report proves that
"the funding gap, no
matter what anyone
thinks it might be,
is growing."
