Regional
Transportation Councils (RTC) are comprised primarily of local elected
officials and serves as the regional transportation policy body
providing a forum for
cooperative decisions on transportation. The RTC approves
the regional Mobility Plan, air quality conformity process and
project programming. The RTC is responsible under
federal law to fulfill the
federal concurrency requirement
for projects that impact the
region (23 U.S.C.
