Member for the state of Texas, and is hereby authorized and empowered to execute and fulfill the duties of that office and to do and perform all manner of things thereunto belonging according to the laws of the United States and the rules and regulations prescribed thereunder by the President or by his direction, and to have and to hold the said office during the pleasure of the President.
