PERRY TO PROPOSE MAJOR TRANSPORTATION PACKAGE ON MONDAY

Add a little meat to his campaign kick-off speech

On Monday Governor Rick Perry will unveil his transportation initiative that promises to be a cornerstone of his campaign. He will have a press conference at 1 and then provide a delayed feed of the press conference to TV stations later in the day.

The BUZZ has seen a preview document of the Tran Texas Corridor which indicates that the transportation elements will include toll roads, high speed rail, commuter and freight rail. Funding elements will include the Texas Mobility Fund dollars which can borrow money but is controlled by the Lege. There is a proposal to reform of toll road funding so that Tex Dot can grant funds rather than lend them. A new concept will be proposed -- Regional Mobility Authorities -- that we decentralize toll projects to the local level. Surplus dollars could be used to reduce tolls, fund other road projects or feed into the Texas Mobility Fund. In addition, Perry will propose Exclusive Development Agreements with business consortiums to design, construct, operate, maintain and finance transportation projects.

The Governor will also ask the Texas Department of Transportation to develop its proposal for Trans Texas Corridor in the next 90 days.
