The Sulphur River Regional Mobility Authority (SURRMA) was created in June 2007 for Delta, Hopkins, Hunt and Lamar County. The initial project was the expansion of SH 24 from Commerce to Paris.

The Sulphur River Regional Mobility Authority was the eighth Regional Mobility Authority authorized by the Texas Transportation Commission. The first RMA authorized was the Central Texas Regional Mobility Authority.
