Hidalgo County Regional Mobility Authority The Hildalgo Regional Mobility Authority was created in November 2005 for Hidalgo County. The initial project was US 281 - US 83. The Hidalgo County Regional Mobility Authority was the sixth Regional Mobility Authority authorized by the Texas Transportation Commission. The first RMA authorized was the Central Texas Regional Mobility Authority.
